WWII Ration Checks

I have come across several ration checks that were issued in the mid 1940's. I have seen ration books before, but not like these. These appear to be issued from and taken by a bank from the local grocery or restaruant. See attached photos. My question is why are these different than the books that were issued to individuals? And since these are used and endorsed, are they worth anything? Thanks,tSee More
